We only ask for your location when you tap the button, and your exact position stays in this browser. For the forecast, your browser sends a position rounded to about 1 km to WanderRank's server, which asks MET Norway, the Norwegian weather service. MET Norway doesn't see your IP address. The server keeps forecasts briefly, by rounded position only, so it doesn't ask twice. To stop abuse, it also counts new forecast lookups from each IP address over 10 minutes. That count stays in the server's memory only and doesn't include the position.
